The Supreme Court ruled that fixed deadlines cannot be imposed on the President or Governors for deciding Bills. Former CJI B.R. Gavai clarified that Governors also cannot keep Bills pending indefinitely. The case arose from Tamil Nadu’s pending Bills. Justice Surya Kant succeeds Gavai as the new Chief Justice.
