AIADMK General Secretary Edappadi Palaniswami alleged that the policy note was not provided in advance; despite raising the issue in the Assembly, the books regarding the demands for grants were distributed only at 8 PM the previous night. Speaker JCD Prabhakar responded to this allegation.
