A low-level cyclonic circulation has formed over the Bay of Bengal, bringing widespread rainfall across Tamil Nadu, including Chennai. The weather department has forecast heavy rain with thunder and lightning for Chennai, Chengalpattu, and Kanchipuram districts on November 17.
