The Maldives’ Environmental Protection Agency has signed an agreement with the South China Sea Institute, one of China’s marine research institutions. The agreement was signed by Maldives Tourism Minister Thoroike Ibrahim. Experts say the agreement will allow China to spy on its regional enemies through its allies.
